Regulations on kennel registration and breeder affix reservation

Preamble

The breeder’s affix is a kennel’s signature: the name under which the specimens of a kennel are registered and recognized, across generations, within the national and international cynological community. Registering kennels and protecting affixes ensures the traceability of origins, protects the work of good-faith breeders, and guarantees public confidence in the documents issued. These regulations establish the conditions and procedure by which Club Federal Chinologic – Royal registers kennels and reserves affixes, with World Dog Federation recognition.

Chapter I. General Provisions

Art. 1. Purpose

(1) These regulations establish the conditions, documents, and procedure for registering a kennel and reserving a breeder’s affix within Club Federal Chinologic – Royal (hereinafter referred to as “the Association”).

(2) The regulations apply to all members of the Association who carry out, or intend to carry out, the breeding of purebred dogs.

Art. 2. Definitions

For the purposes of these regulations:

a) Kennel — the unit for breeding purebred dogs, identified by a registered affix;

b) Affix — the unique, protected designation attached to the name of each specimen originating from a kennel (in the form of a prefix or suffix);

c) Breeder — the holder of the affix, responsible for the kennel’s activity;

d) The Kennel Register — the official record of registered kennels and affixes, kept by the Association.

Art. 3. Regulatory framework

These regulations are based on the Statute of the Association, on the Code of Ethics (Annex 1), and on the standards and registration practices of the World Dog Federation (WDF), of which the Association is a member with full rights.

Chapter II. Registration conditions

Art. 4. The affix holder

(1) Registration of a kennel may be requested by any natural person of legal age who:

a) holds membership of the Association, with membership fees up to date;

b) adheres to the Association’s Code of Ethics and to the principles of animal welfare;

c) is not under an active disciplinary sanction prohibiting breeding activity;

d) owns at least 3 (three) dogs, of which at least one female that has obtained breeding rights.

(2) A breeder may hold a single affix, applicable to all breeds they breed.

Art. 5. Eligible breeds

Kennels may be registered for any breed recognized in the World Dog Federation system, as well as for native Romanian breeds. For specimens without a pedigree, recognition is granted by phenotypic means, under the conditions established by the Association.

Chapter III. The breeder’s affix

Art. 6. Uniqueness of the affix

(1) The affix is unique within the Association and may not be identical to, or confusable with, an affix already registered or protected internationally.

(2) Once reserved, the affix is protected and may not be used by another person.

Art. 7. Rules for forming the affix

(1) The affix consists of a maximum of three words and no more than [25] characters, including spaces.

(2) At the time of reservation, the breeder chooses the position of the affix — prefix (before the name) or suffix (after the name). The chosen position remains unchanged for all the kennel’s specimens.

(3) Affixes are not permitted if they:

a) contain offensive, discriminatory, or immoral words;

b) use breed names, cynological titles (Champion, BOB, etc.), or names of institutions;

c) may mislead as to the origin, membership, or recognition of the kennel.

Chapter IV. Registration procedure

Art. 8. The reservation application

(1) Registration begins with the submission of the Application for reservation of the breeder’s affix, available in the Documents section of the website.

(2) In the application, the applicant proposes, in order of preference, up to three affix options, in case the first option is not available.

Art. 9. Required documents

The application is accompanied by:

a) a copy of the applicant’s identity document;

b) proof of membership of the Association;

c) proof of payment of the affix reservation fee.

Art. 10. Verification and reservation

(1) The Secretariat verifies the availability of the affix and the compliance of the application, within [15] working days.

(2) If the affix is available and compliant, it is reserved and entered in the Kennel Register, being assigned a registration number in the form AFX0xx/year.

(3) If none of the proposed options is available or compliant, the applicant is invited to propose other options.

Art. 11. Confirmation and WDF recognition

(1) After registration, the breeder receives written confirmation of the affix reservation and of the entry of the kennel in the Register.

(2) The Association supports, at the breeder’s request, the entry of the affix in the international register of breeders of the World Dog Federation, under the conditions of the applicable WDF procedure.

Chapter V. Rights and obligations of the breeder

Art. 12. Rights

The registered breeder has the right:

a) to use the affix exclusively for all specimens originating from their kennel;

b) to have pedigree documents issued for registered specimens;

c) to request international recognition of the affix, through the Association;

d) to appear in the public register of kennels on the Association’s website.

Art. 13. Obligations

The registered breeder has the obligation:

a) to comply with the Code of Ethics and the rules on animal welfare;

b) to declare mating and whelping, through the dedicated forms, within the established deadlines;

c) to keep records of specimens and to maintain adequate breeding conditions;

d) not to use the affix in a way contrary to the reputation of the Association or of the cynological community.

Chapter VI. Modification, suspension, and removal

Art. 14. Transfer of the affix

The affix is personal and non-transferable, except for transfer by inheritance or by assignment approved by the Association, under conditions that preserve the continuity and traceability of the kennel.

Art. 15. Suspension and removal

(1) The registration of the kennel may be suspended or removed in the event of:

a) serious breach of the Code of Ethics or of the rules on animal welfare;

b) non-payment of the membership fee or of fees, following prior notice;

c) fraudulent use of the affix or of pedigree documents.

(2) The measure is ordered in accordance with the Disciplinary Procedure and is entered in the Register.

Art. 16. Reactivation

A suspended kennel may be reactivated upon request, after the causes that led to the suspension have been removed and any outstanding obligations have been paid.

Chapter VII. Final Provisions

Art. 17. Entry into force

These regulations enter into force on the date of approval by the Board of Directors and ratification by the General Assembly.

Art. 18. Amendment of the regulations

Amendment of the regulations is done by decision of the Board of Directors, with ratification by the General Assembly, aligned with any updates to the procedures of the World Dog Federation.
