Dog Show Organisation Regulations

The Dog Show Organisation Regulations of the Association Club Federal Chinologic – Royal.

Aligned with the regulations of the World Dog Federation (WDF). Adopted by the Board of Directors through Decision no. 182/13-08-2026.

This is a translation for information. The Romanian text is the one adopted by the Board of Directors and the one that governs.

Preamble

Concerning shows, the Association already has instruments stating how judging is done — the nineteen WDF technical regulations — and under what conditions one takes part — the Conditions of participation. Missing was the third instrument, the first in the natural order of things: how a show is organised. Who has the right to hold a show under the aegis of CFC-Royal, how it enters the calendar, what the organiser owes the participants and the judges, who the officials are and what each answers for, how a result travels from the ring into the dog’s official record of achievements.

These Regulations close that gap. They neither repeat nor amend the existing instruments: where a matter is already written — in the Conditions of participation, in the technical regulations, in the Regulations of the Panel of Judges — they refer to it.

Chapter I. General provisions

Art. 1. Subject of the regulations

(1) These Regulations establish the conditions under which dog shows are organised under the aegis of the Association: the calendar, licensing, the organiser’s obligations, the officials of the event, entries, the catalogue, the homologation of results and the post-event reports.

(2) They are adopted by the Board of Directors under Art. 6 and Art. 12 of the Internal Operating Regulations and are supplemented by:

a) the Conditions of participation in CFC-Royal shows (Decision no. 174/01-08-2026) — the rights and obligations of the participants;

b) the WDF technical judging regulations published by the Association (Decisions no. 149–167/01-08-2026) — the judging procedure, the titles, disqualification, judging appeals, the role of the WDF delegate;

c) the Regulations of the Panel of Judges (Annex 3 to the Internal Operating Regulations) — the invitation, incompatibilities and obligations of the judges.

(3) In the event of inconsistency, the WDF technical regulations prevail in all matters concerning judging, and the Conditions of participation in the relationship between the organiser and the participant.

Art. 2. Meaning of certain terms

In these Regulations:

a) show held under the aegis of the Association — a show organised by the Association or by one of its Collective Members, entered in the official calendar in accordance with Art. 5;

b) organiser — the Association or the Collective Member to which the show has been licensed;

c) organising committee — the persons appointed by the organiser to run the event, in accordance with Art. 8;

d) WDF delegate — the official representative of the federation at the event, with the role established by the regulation “The role of the WDF delegate” (Decision no. 165/01-08-2026);

e) licensing — the approval by which a show enters the official calendar and may award the titles provided for by the WDF regulations.

Chapter II. Types of shows and the calendar

Art. 3. Types of shows

(1) The following may be organised under the aegis of the Association: national shows (CAC), international shows (CACIB), WDF championships, breed speciality shows, monographic shows and regional shows.

(2) The titles that may be awarded at each type are those provided for by the WDF technical regulations published by the Association.

(3) The educational competition “First Steps in the Ring” („Primii Pași în Ring”) may be organised within any show, in accordance with its own regulation (Decision no. 144/01-08-2026), in a separate ring or in a dedicated time slot.

Art. 4. The official calendar

(1) The Board of Directors approves the calendar of shows for the following year, as a rule by the end of the current year. The calendar may be supplemented in the course of the year.

(2) The calendar is published on the Association’s website and states, for each show: the type, the date, the venue, the organiser and, as soon as they are known, the invited judges.

(3) Two shows under the aegis of the Association shall not be scheduled on the same day except with the express consent of the Board of Directors.

Art. 5. Licensing of a show

(1) The licensing application is submitted to the Board of Directors:

a) at least 90 days in advance, for international shows (CACIB) and WDF championships;

b) at least 60 days in advance, for the other types.

(2) The application states: the type of show, the date and venue, proof of the right to use the venue, the composition of the organising committee, the judges under consideration, the organiser’s bank account for collecting the fees and, for Collective Members, an indication of the framework agreement under which they organise.

(3) The Board of Directors decides within at most 30 days. A refusal is reasoned in writing.

(4) After licensing and once the judging panel is complete, the draft programme — with the judges and proof of their acceptance — is sent to the World Dog Federation at least two months before the event, in accordance with the WDF regulations; the federation replies within 15 days.

(5) The time limits in paragraph (1) are set so that, after licensing, the organiser can invite the judges within the time limits required by the Regulations of the Panel of Judges — 60 days in advance for international events, 30 for national ones — and send the programme to the WDF within the time limit in paragraph (4).

(6) An unlicensed show may not use the name or emblem of the Association and may not award titles; its results are not homologated and are not counted towards the “Top Ten – Dog of the Year” competition or towards champion titles.

Chapter III. The organiser

Art. 6. Who may organise

(1) Shows under the aegis of the Association may be organised by:

a) the Association, through its structures;

b) the Collective Members, under the framework agreement of collaboration and the licence granted for each show.

(2) The licence is not transferable. The show is held by the organiser to which it was granted.

Art. 7. Obligations of the organiser

(1) The organiser shall provide:

a) a venue suitable in size and safety, with rings on a flat surface, free of gravel and of slippery areas, in accordance with the requirements of the WDF technical regulations;

b) the mandatory equipment of each ring: a measuring stick (cynometer), a measuring tape and a microchip reader;

c) the show secretariat and the ring materials — judging sheets, catalogue numbers, booklets — of the type approved by the WDF;

d) medical and veterinary assistance for the duration of the event;

e) water and, according to venue and season, shade or shelter for the dogs;

f) the collection of the entry fees into the account notified at licensing, according to the Association’s fee schedule in force;

g) the refund of fees in the cases and at the rates provided for by the Conditions of participation;

h) the WDF emblem on the catalogue and within the show grounds, with the express mention that the event is conducted under the WDF regulations;

i) the reception of the invited judges, from arrival to departure, and the reimbursement of their travel expenses, in accordance with the arrangement made and with the WDF regulations;

j) the announced prizes, awarded under the conditions of the WDF regulations — cash prizes are not permitted unless they come from donors outside the organisation of the event.

(2) The amount of the fees is that stated in the fee schedule published on the website; the organiser may not demand any other sums from participants for entry or judging. Public access may be subject to an admission charge, set by the organiser; members enter free of charge, in accordance with the WDF regulations.

(3) Dogs owned by members of the organising committee shall not be presented in the ring at the show in question, in accordance with the Conditions of participation and the WDF regulations, with the sole exception permitted by them: gatherings organised by specialised breed associations.

(4) If the show is cancelled, the participants’ fees are refunded in accordance with the Conditions of participation, and the expenses already incurred and evidenced by the invited judges are compensated in accordance with the WDF regulations.

Art. 8. The organising committee

(1) The organising committee has at least three members, one of whom is appointed chair of the committee. Its composition is notified at licensing and is displayed at the show secretariat.

(2) The committee is responsible for the proper conduct of the event, takes the measures provided for by the Conditions of participation (Art. 15) and decides the appeals concerning the conditions of participation (Art. 14 of the same instrument).

(3) The committee shall not interfere with the judging in the ring. Judging procedures are under the authority of the WDF delegate, in accordance with the technical regulations.

Chapter IV. The show officials

Art. 9. The judges

(1) The organiser invites judges from the Register of the Panel of Judges, or judges recognised by the World Dog Federation or by a federation with which the Association has mutual recognition, under the conditions and within the time limits set by the Regulations of the Panel of Judges (Art. 27–29).

(2) The list of judges is announced when entries open. The replacement of an announced judge may be made only with the approval of the WDF delegate, in accordance with the delegate’s regulation, and is brought to the participants’ attention without delay.

(3) No judge shall be assigned more than 80 dogs per day. Exceeding this limit is permitted only with the judge’s written consent, the judge having been notified in good time by a technical report, in accordance with the WDF regulations.

(4) The allocation of breeds to judges takes account of each judge’s authorisations and of the judge rotation rules in the WDF regulations; the pre-event declaration of incompatibility is submitted in accordance with Art. 28 of the Regulations of the Panel of Judges.

Art. 10. The WDF delegate

(1) The presence of a WDF delegate is provided at every licensed show, with the role, authority and obligations set out in the regulation “The role of the WDF delegate”.

(2) The name of the delegate is communicated to the organiser before the event and is displayed at the secretariat.

(3) Without a delegate, the titles awarded cannot be confirmed, and homologation under Art. 15 cannot take place.

Art. 11. The secretariat and the ring stewards

(1) The show secretariat keeps the records of the entries, the catalogue, the judging sheets and the appeals; it receives the documents provided for by the Conditions of participation and organises the verification of the dogs’ identity — the microchip, with the reader in the ring’s equipment — in accordance with the WDF regulations.

(2) Each ring has a ring steward, appointed by the organiser, who calls the dogs in catalogue order, keeps the attendance record and assists the judge, without taking part in the judging. For foreign judges, at least one steward of the ring speaks the language requested by the judge, from among the official WDF languages. Their work is under the supervision of the WDF delegate.

Chapter V. Entries and the catalogue

Art. 12. Entries

(1) Entries are made through the Association’s entry system — the public form on the website or, for those without internet access, the assisted entry procedure published on the website.

(2) The closing deadline is the one announced for each show; its effects are those set out in the Conditions of participation.

(3) Before validation, the dog’s documents and proof of payment are checked, in accordance with the Conditions of participation; unvalidated entries do not enter the catalogue.

Art. 13. The catalogue

(1) After entries close, the catalogue is closed: the dogs receive final catalogue numbers, and the class structure is frozen.

(2) After closing, the catalogue may no longer be amended except in the cases provided for by the Conditions of participation (correction of the class) and by the technical regulations (corrections ordered by the WDF delegate).

(3) The catalogue states, for each dog, the details required by the WDF regulations. The names of the participants and of the dogs are public data of the competition, in accordance with the Conditions of participation.

Art. 14. The programme of the day

(1) The organiser draws up the ring programme — the order of the breeds and the estimated time — and displays it at the event; where the system allows, the programme is also displayed electronically, with the progress of the day in real time.

(2) The order of judging in the ring — classes, qualifications, titles, the Ring of Honour — is that laid down by the WDF technical regulations.

Chapter VI. Results and homologation

Art. 15. Recording and homologation

(1) The results are recorded in the judging sheets and in the official catalogue during judging, in accordance with the Regulations of the Panel of Judges.

(2) Homologation climbs three steps, in accordance with the WDF regulations: the judge awards the qualifications and titles and signs the sheets; the secretariat enters the titles in the qualification booklet on the same day, before the close of the event; the WDF delegate validates the titles and may invalidate whatever was awarded in breach of the regulations.

(3) Without the qualification booklet, the title is not collected; the right passes to the next placed dog, under the conditions of the WDF regulations. After handing over the sheets and the booklets, the judge may no longer amend anything.

(4) After validation, the results are homologated and enter the Association’s records: the dog’s record of achievements, the central register of championships and, where applicable, the calculation of the “Top Ten – Dog of the Year” competition.

(5) After homologation, the results may no longer be altered from the ring. The correction of an error, or the annulment of a result obtained through untrue data, is made with reasons given, is recorded and is made visible upon public verification of the document, following the rule in the Regulations of the Genealogical Register.

Art. 16. Publication

(1) Homologated titles are published on the Association’s website.

(2) Diplomas and title certificates are issued to participants in accordance with the WDF technical regulations.

Art. 17. Appeals

(1) Appeals concerning the conditions of participation follow Art. 14 of the Conditions of participation: in writing, at the secretariat, within the time limit and against the fee stated there, and are decided by the organising committee.

(2) Appeals concerning the judging procedure follow the technical regulation “The official WDF appeals procedure” and fall within the competence of the WDF delegate.

(3) All appeals are recorded in the Association’s central register of appeals.

Art. 18. Post-event reports

(1) The WDF delegate draws up their report to the federation, in accordance with the delegate’s own regulation.

(2) The judges send their assignment reports within the time limit set by the Regulations of the Panel of Judges.

(3) The organiser presents to the Board of Directors, within at most 30 days, the show report: the number of dogs entered and judged, the list of ring stewards by ring — which is also sent to the WDF, in accordance with the regulations —, the incidents, the appeals and the statement of the event’s receipts and expenses.

(4) A Collective Member acting as organiser transfers to the Association the sums due under the framework agreement, within the time limit stated there.

Chapter VII. Measures

Art. 19. Irregularities of the organiser

(1) For a breach of these Regulations by the organiser, the Board of Directors may order, in proportion to its gravity:

a) a written warning;

b) an obligation to remedy the irregularity, with a time limit;

c) the refusal to license future shows, for at most 2 years;

d) for Collective Members, the measures provided for by the framework agreement, up to its termination.

(2) The measure is taken only after the organiser has been notified of the matter in writing and given a time limit of at least 15 days to respond.

(3) Titles properly won by participants are not lost on account of the organiser’s irregularities, except where the irregularity concerns their very award.

Art. 20. Participants

The measures applicable to participants are those set out in the Conditions of participation (Art. 15 and Art. 16); for members, the path of the Disciplinary Procedure applies in addition.

Chapter VIII. Final provisions

Art. 21. Amendment

These Regulations are amended by decision of the Board of Directors.

Art. 22. Entry into force

(1) These Regulations were adopted by the Board of Directors through Decision no. 182/13-08-2026 of 13 August 2026 and enter into force on the date of adoption.

(2) They apply to shows licensed after their entry into force. Shows already licensed are held under the rules in force at the date of licensing.
